
Empowering Uganda’s Digital Future: Establishing ICT Clubs in Secondary Schools

In an era driven by digital innovation, equipping young people with essential ICT skills is no longer optional—it is a necessity. The Uganda Communications Commission (UCC), in partnership with Kisubi Associated Writers Agency (KAWA), has launched an ambitious project to establish ICT clubs in secondary schools across the country. This initiative addresses the critical gaps in ICT education and infrastructure while fostering digital skills that are vital for Uganda’s progress in the digital age.
The Motivation Behind the Project
This project stems from the pressing need to tackle the challenges currently hindering ICT education and infrastructure in Uganda. Despite UCC’s commendable efforts to establish ICT labs in schools, these facilities often fall short of their potential due to sustainability issues. Limited school budgets, inadequate technical expertise, and insufficient integration of ICT into teaching practices have left many labs underutilized and poorly maintained.
Additionally, the current ICT curriculum in schools focuses primarily on basic computer applications, neglecting essential areas such as programming, computational thinking, and online safety. This leaves students ill-prepared for the complexities of the digital world and limits their capacity to leverage technology for innovation and problem-solving.

A significant disparity also exists in access to ICT equipment and reliable internet connectivity, particularly in rural and underserved areas. This digital divide creates unequal opportunities for students, further exacerbating the digital skills gap.
ICT Clubs in Uganda
Beyond infrastructure, there is a lack of awareness among students, teachers, and administrators about the importance of digital skills for personal and national development. Compounding this issue is the absence of a comprehensive national framework to guide and coordinate digital skills initiatives, resulting in fragmented policies and efforts.
Objectives of the ICT Clubs Initiative
The ICT clubs project aims to address these challenges by providing a sustainable, inclusive, and skills-oriented solution. Its objectives include:

By involving students in the operation and maintenance of ICT labs, the project promotes a sense of ownership and responsibility. This approach ensures that the labs remain functional and are integrated effectively into the teaching and learning processes. - Bridging the Digital Skills Gap

Special emphasis will be placed on equipping schools in rural and underserved areas with adequate ICT resources and connectivity. This effort aims to bridge the digital divide and provide equal opportunities for all students. - Raising Awareness and Building Capacity
Through sensitization and training programs, the project will enhance awareness of the transformative power of digital skills among students, teachers, and school administrators. This initiative will create a culture of digital innovation within schools. - Advocating for Policy Coordination
The project seeks to contribute to the development of a unified national digital skills framework, streamlining efforts and maximizing the impact of ICT education initiatives.
