ICT Club Launched at All Saints Secondary School Oluvu to Inspire Digital Skills in Maracha District
Maracha District, West Nile Region — February 28, 2026
Students at All Saints Secondary School Oluvu in Maracha District have taken an important step toward digital empowerment following the successful launch and training of the school’s ICT Club under the national ICT Clubs programme implemented by Kisubi Associated Writers Agency (KAWA) in partnership with the Uganda Communications Commission (UCC) through the UCUSAF initiative.
All Saints SS Oluvu is located in Oluvu Sub-county, Ombachi area in Maracha District, within the West Nile Region of Northern Uganda. The school lies approximately 470 kilometres northwest of Kampala, Uganda’s capital city, and about 18 kilometres from Maracha Town, the district’s main administrative centre. The school serves learners from surrounding rural communities near the Uganda–DR Congo border, where expanding access to digital education and innovation opportunities remains a priority.
The ICT Club launch and training took place on Saturday, 28 February 2026, and was facilitated by Noah Okwalinga from the KAWA ICT Clubs programme. The school is led by Headteacher Mrs. Edomasiya Doreen, while Mr. Asimvuru Obedmot Wales serves as the ICT teacher and club patron, guiding learners in digital skills development and innovation activities.
Empowering Learners Through Technology and Innovation
The launch aimed to officially introduce the ICT Club and orient learners and school leadership on the objectives of the national ICT Clubs programme.
ICT Clubs are designed to empower students with practical digital skills, innovation capacity, and the ability to use technology to solve real-life problems in their communities.
Before the training began, learners were invited to share their expectations from the ICT Club. Many students expressed interest in gaining hands-on computer skills, learning how to maintain and protect ICT equipment, improving their internet research skills, and exploring coding, innovation, and digital creation.
Other learners emphasized their desire to develop teamwork skills, mentorship relationships, and preparation for careers in the digital world.
Building Student Ownership of School ICT Resources
One of the key objectives of the ICT Club is to help learners develop a sense of ownership and responsibility for managing ICT resources within their school.
During the session, facilitators explained that ICT Club members will support the sustainability of the school computer laboratory, assist in maintaining ICT equipment, and promote responsible use of digital tools among fellow students.
This approach ensures that students become active participants in sustaining their school’s digital learning environment.
Educational Resources and Learning Platforms Introduced
To support the launch and training, KAWA delivered interactive PowerPoint presentations, practical demonstrations, case studies, and group learning exercises.
Learners were also introduced to the national ICT Clubs learning platform www.ictclubs.ug, which provides access to tutorials, technology resources, and innovation materials that students can continue using after the training session.
The platform offers opportunities for learners to learn digital skills, explore innovation ideas, and collaborate with students from other schools across Uganda.
Official Launch Message from the Uganda Communications Commission
The official launch of the ICT Club was marked by a recorded message from Mr. Nyombi Thembo, Executive Director of the Uganda Communications Commission.
In his message, he encouraged learners to embrace digital skills, practice responsible use of technology, and explore innovative ideas that can improve their communities.
He also reminded students that ICT Clubs are part of a nationwide programme supported by UCC and UCUSAF, aimed at preparing young Ugandans to participate in the digital economy.
Establishing ICT Club Leadership and Structures
During the visit, the KAWA team worked with the school administration and ICT teachers to formally establish the ICT Club and guide learners in forming a student leadership structure.
Students were trained on the purpose of the club, how it will operate within the school, and the importance of leadership, accountability, and teamwork in sustaining club activities.
A standard ICT Club constitution template was also shared with the school to guide the governance and operations of the club.
Additionally, the ICT Club Handbook was provided in digital format to support teachers and student leaders in managing club activities, innovation projects, and digital learning programmes throughout the year.
Practical Digital Skills Training
Learners received introductory training in several important areas of digital literacy, including:
- ICT laboratory management and sustainability
- Basic computer maintenance and troubleshooting
- Internet safety and cybersecurity awareness
- Introduction to coding and digital innovation
- Exposure to emerging technologies such as Artificial Intelligence
These sessions emphasized responsible handling of ICT equipment, safe internet use, and the importance of using technology as a tool for creativity and problem solving.
Preparing Learners for ANCC 2026
Students were informed that ICT Club members across Uganda are being prepared to participate in the Annual National Conference on Communications (ANCC) 2026, where schools will showcase innovative technology projects developed by students.
This opportunity encouraged learners to begin thinking about technology-based solutions to challenges within their communities, strengthening innovation and teamwork within the club.
Engagement with School Leadership
The KAWA team also held discussions with the headteacher, ICT club patron, and teachers to strengthen institutional support for the ICT Club.
The discussions emphasized the importance of allocating time for ICT Club activities, providing mentorship to students, and strengthening school-level ownership of the programme.
Such collaboration between school leadership and students will help the club grow into a sustainable centre for digital learning and innovation.
Challenges Identified
Several potential challenges were noted during the visit, including:
- Unreliable power supply
- Limited ICT infrastructure
- Limited time for club activities
- Varying levels of digital literacy among learners
- The need to sustain momentum after the launch
The school is currently installing new computers, which will strengthen the ICT infrastructure and support the growth of the club.
Recommendations for Strengthening the ICT Club
To support the development of the ICT Club, the school was encouraged to allocate regular time for ICT Club meetings, strengthen administrative support, and continue receiving mentorship and follow-up training from KAWA.
Improving ICT infrastructure and ensuring reliable power supply will help the club grow into a hub for digital learning, creativity, and innovation.
Advancing Digital Education in West Nile
KAWA expressed sincere appreciation to the Uganda Communications Commission (UCC) and UCUSAF for supporting the establishment and training of ICT Clubs in schools across Uganda.
The launch of the ICT Club at All Saints Secondary School Oluvu represents an important step in strengthening digital literacy, innovation, and technology leadership among learners in the West Nile region.
