ICT Club Launched at All Saints Secondary School Ociba to Empower Digital Innovation in Arua District

Arua District, West Nile Region — February 25, 2026

Learners at All Saints Secondary School Ociba in Arua District have taken a major step toward digital empowerment following the successful launch and training of the school’s ICT Club under the national ICT Clubs programme implemented by Kisubi Associated Writers Agency (KAWA) in partnership with the Uganda Communications Commission (UCC) through the UCUSAF initiative.

All Saints SS Ociba is located in Ociba area within Ayivu Division of Arua City, in the West Nile Region of Northern Uganda. The school lies approximately 480 kilometres northwest of Kampala, Uganda’s capital city, and about 8 kilometres from Arua City Centre, the main commercial and administrative hub of the West Nile sub-region. The school serves learners from surrounding communities in Arua and neighbouring districts, many of whom are eager to gain digital skills that can prepare them for future opportunities in technology and innovation.

The ICT Club launch and training took place on Wednesday, 25 February 2026, and was facilitated by Noah Okwalinga from the KAWA ICT Clubs programme. The school is led by Headteacher Mr. Edriga Isaac, while Mr. Omara David serves as the ICT teacher and club patron, guiding the club’s digital learning activities.

Empowering Learners Through Technology and Innovation

The launch aimed to officially introduce the ICT Club and orient both learners and school leadership on the objectives of the national ICT Clubs programme.

The initiative seeks to empower students with practical digital knowledge and encourage them to use technology as a tool for innovation, creativity, and problem solving within their communities.

During the introductory session, learners were invited to share their expectations from the ICT Club. Many students expressed interest in gaining hands-on computer skills, learning how to maintain and protect ICT equipment, improving their internet research abilities, and exploring coding, digital creativity, and innovation.

Others highlighted their interest in teamwork, mentorship, and preparing for careers in the digital world, demonstrating strong enthusiasm for the programme.

Building Student Ownership of School ICT Resources

A key focus of the training was the role of students in sustaining school ICT infrastructure.

Facilitators explained that the ICT Club will help develop students’ capacity to support the management and sustainability of the school computer laboratory while promoting responsible and ethical use of digital technology.

By participating in the club, learners will build leadership skills and develop a sense of ownership and responsibility for managing ICT resources within their school.

Educational Materials and Digital Resources Introduced

To support the training, KAWA delivered PowerPoint presentations, demonstrations, case studies, and interactive exercises designed to introduce students to the world of digital innovation.

Learners were also introduced to the national ICT Clubs learning platform www.ictclubs.ug, where they can access tutorials, technology resources, and innovation materials that will help them continue learning after the launch.

This platform provides a valuable resource for students in schools across Uganda to learn, collaborate, and develop technology projects.

Official Launch Message from UCC Leadership

The official launch of the ICT Club was marked by a recorded message from Mr. Nyombi Thembo, Executive Director of the Uganda Communications Commission.

In his message, he encouraged learners to embrace digital skills, use technology responsibly, and explore innovative ideas that can positively impact their communities.

He also emphasized that ICT Club members are part of a nationwide initiative supported by UCC and UCUSAF, aimed at preparing young Ugandans to participate in the rapidly evolving digital economy.

Establishing ICT Club Leadership and Structures

During the visit, the KAWA team worked with the school administration and teachers to formally establish the ICT Club and guide learners in forming a student leadership structure.

Students were trained on the purpose of the club, how it will operate within the school, and why strong leadership and accountability are important for sustainability.

A standard ICT Club constitution template was shared with the school to guide the club’s governance and operations.

Additionally, the ICT Club Handbook was provided in digital format to support the patron, teachers, and student leaders in managing club activities, innovation projects, and digital learning throughout the year.

Practical Digital Skills Training

Learners also received introductory training in several key digital areas, including:

  • ICT laboratory management and sustainability
  • Basic computer maintenance and troubleshooting
  • Internet safety and cybersecurity awareness
  • Introduction to coding and digital innovation
  • Exposure to emerging technologies such as Artificial Intelligence

These sessions emphasized the importance of safe internet practices, responsible use of technology, and using digital tools to address real-world challenges.

Preparing Students for National ICT Innovation Platforms

Students were informed that ICT Club members are being prepared to participate in the Annual National Conference on Communications (ANCC) 2026, where schools from across Uganda present innovative technology projects.

This opportunity encouraged learners to begin thinking about developing creative digital solutions to problems within their communities, strengthening collaboration and innovation within the club.

Engagement with School Leadership

The KAWA team also held discussions with the headteacher, ICT patron, and teachers to strengthen institutional support for the ICT Club.

The discussions emphasized the need for regular club meetings, mentorship from teachers, and strong administrative support to ensure the club’s sustainability.

This collaboration between students, teachers, and school leadership is expected to help the ICT Club grow into a vibrant centre for digital learning and innovation at the school.

Challenges Identified

During the visit, several potential challenges were noted, including:

  • Unreliable power supply
  • Inadequate ICT infrastructure
  • Limited time allocated for club activities
  • Low digital literacy among some learners
  • The need to sustain momentum after the launch

Addressing these challenges will be essential for ensuring that the ICT Club continues to grow and provide meaningful opportunities for learners.

Recommendations for Strengthening the ICT Club

To support the development of the ICT Club, several recommendations were proposed.

The school was encouraged to allocate regular time for ICT Club activities, strengthen administrative support, and continue receiving mentorship and follow-up training from KAWA.

Improving ICT infrastructure and ensuring reliable power supply will also help the club grow into a sustainable centre for digital learning and innovation within the school.

A Step Toward Digital Transformation in the West Nile Region

KAWA expressed sincere appreciation to the Uganda Communications Commission (UCC) and UCUSAF for supporting the establishment and training of ICT Clubs in schools across Uganda.

The launch of the ICT Club at All Saints SS Ociba represents an important milestone in strengthening digital literacy, innovation, and technology leadership among learners in the West Nile region.

Through initiatives like these, students in schools across Uganda are gaining the skills and confidence needed to become future innovators, technology leaders, and problem solvers in the digital age.
